Rev. Larry Jess Arce was born in Hanford, California and raised in the San Joaquin Valley. He graduated from Thomas A. Edison High School in 1966. In 1973 he received his AA Degree from Fresno City College. He also attended Humphrey's College of Law in Fresno, Ca. In 2015 he received a Doctoral Degree in Ministry from the South India Christian Council in Bangalore, India.

During the Viet-Nam War he graduated as a Green Beret from the John F. Kennedy Center for Special Warfare at Ft. Bragg, North Carolina. He also trained at the U.S. Army War College , Carlisle Barracks, Pennsylvania. In addition, he was a graduate of Ranger School, Airborne Jump School, HALO (High Altitude Low Opening) School, Path Finder School at the U.S. Army Infantry School at Ft, Benning , Georgia, the Special Forces Underwater Swimmers School at Key West, Florida and the Jungle Expert School in Panama, Central America.

In 1979, he was ordained as a minister with the Conservative Baptist and for twenty years served as associate pastor for Cornerstone Church in Fresno, CA. He also served as a volunteer Chaplain; performing ministry services on a monthly basis for the California Department of Corrections. He also traveled overseas to perform Evangelistic Crusades and Church Planting in the Philippine Islands for ten years.

After 18 years of employment he retired from the Fresno County Probation Department as the Honor Release Officer in 1998. That same year, he was hired as the CEO of the Fresno Rescue Mission, Inc. and served in that capacity until he again retired in 2016.

As for professional involvement he has served as President for the Full Gospel Business Men's Fellowship; Vice-Chairman for the West Fresno Optimist Club, Member of the downtown Rotary Club and a Paul Harris recipient, Past President of the Mutobu Ha Shito Ryu Association of Martial Artist. He currently holds a Fifth Degree Black Belt in that style of Karate.

Rev. Arce was also the first Chairman for Fresno/ Madera Continuum of Care which is comprised of over fifty community based organizations in Fresno and Madera County. He also served on the California Senate Bi-Partisan Task Force on Homelessness. He was also on the Board of Directors for the Association of Gospel Rescue Missions in North America. He was privileged to also serve as the Chaplain for the Association Board. He was past President of the Pacific District of Gospel Rescue Missions. He is involved in many other ministry, fraternal and civic organizations which are too numerous to mention. 

Rev. Arce has been married to his wife Shirley for the past 42 years and has three adult children who are all actively involved in ministry both nationally and internationally.
